Unfortunately, this person has come up against a major problem with no solution:
China.
The Chinese government has absolutely no qualms about stealing other peoples' works. They've stolen technical designs, they've stolen patents... and obviously, they're stealing book material.
There is zero chance that this person will get any sort of compensation for this... and you cannot shame the Chinese government into anything. When one believes oneself to be the center of the Universe, anyone else's opinion is less than meaningless.

and he knows it which is why he wants people spreading the word to not buy this book
and while he cant sure they "writer" publisher or distributer he could sue any store that sells it (as long as they've had fair warning)
