I have to second nightsecho's question: How do you know it's a joke? They're right in that it is entirely legal for girls that young to marry, with parental consent. They are also right that the payment would be a protected religious practice. (Even if it weren't, there are plenty of those "marry a Russian" places that charge for you to marry the girl, so that obviously cannot be illegal...) And Guardians know there are enough Christian wackos out there who would think this was a great idea...
